Deborah was born on June 15, 1954, in Pittsburgh, Pennsylvania, to Joseph and Helen Sand. She had two brothers, Michael and Richard, and a sister, Susan. She grew up in a loving and supportive family and enjoyed spending time with her relatives and friends.

Deborah’s involvement with PVA began in 1998 when her husband Bob suffered a spinal cord injury in a skiing accident. He became a quadriplegic and needed constant care and assistance.
Deborah A. Varasse was determined to help her husband and other veterans like him, who faced similar challenges and difficulties. She became a volunteer for PVA, and later a board member and a spokesperson. She dedicated her time, energy, and resources to raise awareness, funds, and advocacy for PVA and its mission. She organized and participated in various events, campaigns, and programs, such as the PVA Awareness Month, the PVA Gala, the PVA Walk, Run, and Roll, and the PVA Research Foundation.
